By the 1970s the city of Lowell, Massachusetts had a major fire problem. City leaders looked for a solution in a city continuing to burn. The concept of an arson squad assigned only to investigate fires and explosions was brought forward. What was needed were the perfect individuals for the team. Experienced professionals with both firefighting and law enforcement backgrounds. Police Officer Harold Waterhouse and Fire Lieutenant William Gilligan were given the assignment to stop arson in Lowell. These are some of their stories.
