Back full-time at school, Tsukasa makes an important discovery that will affect her future...

Anzai, thanks to his reawakened memories from his childhood, is called in to the MPD to give a statement on Kikuhara. After the dissolution of F Squad, Jill struggles with a sense of being unmoored. Lee has gained a reputation as a bit of a devil-hero, but shadowy figures from his past start to catch up to him. And deep in the forest somewhere in Gunma Prefecture, Makimura opens his eyes…

Anzai travels to Obihiro to learn the circumstances surrounding his birth as part of the Hybrid Plan, and the reason why Midori chose Tamaki for a partner. Tsukasa is also at ONL to read academic journals on devils, and both she and Anzai are notified that the "no contact" order is rescinded. As the two decide to take the next step within the clinical confines of the laboratory, Anzai begins to understand what drives him to chase after devils...

Anzai and Tsukasa both venture to ONL at the same time just as the order for them to stay separated is lifted. Spurred on by Midori’s encouragement, they take advantage of the lab’s facilities to take their relationship to the next level, and test the boundaries of Anzai’s self-control. Back in Tokyo, Kaname Shirase makes overtures to both Tsukasa and Lee, Nana confronts her past and reunites with ex-members of the CCC, Ishimaru digs into Queen’s past work with ReMI devils, and the former devil members of Division 5 find a new employer…

The GPS bullet lodged in Lee’s leg was removed by the capable hands of Queen, a central figure in the old CCC. But as payment for the surgery, Lee will become a poster boy for Queen’s devil advocacy group. Meanwhile, Eka snipes Prime Minister Morimune, setting off a series of attacks on government officials and allowing a certain official to become acting prime minister. We also learn how Queen and Eka met, and how their unique bond was formed, as the two now put into action a plan that will terrorize society…
