Frank Latell is a civil engineering graduate (BE) of Youngstown State University and a professional engineer and general contractor licensed in Ohio, Pennsylvania, Florida and North Carolina, who designed and built single and multi-family housing. Latell served seven years of active duty in the U.S. Navy Civil Engineering Corp. He served in the Navy Seebees, whose motto is “Construimus, Batuimus,” a Latin phrase, which means “We build, we fight.” The Navy's elite construction and engineering crews were trained by Marines for combat and often had to cut through jungles to design and build airfields, bases and fuel tanks. Now, the perils of his experience as a Seebee gave Latell the fortitude to recognize corruption, fight for what was right and stick-it-out through the tough times. He has a committed and genuine desire to educate Americans that “the same true crime could happen to them.”
