Phil was born in Nottingham in 1949. During the late 1960s he was involved with a number of projects that had their genesis in the London counterculture and was a regular contributor to the underground press. A career in software development followed, primarily as an IT contractor working in both the public and private sectors throughout the UK, mainland Europe and United States. Home is now a Devon village, where his time is increasingly occupied with the St Hannahs series of novels.
