_Lifeforms are plentiful in our universe. Though most are basic, many are highly advanced. Often several of the more advanced lifeforms will join into groups for one purpose or another. Long ago, a few of these groups in our galaxy agreed to create and fund a very special organization.
The goal of this organization is to preserve all forms of life. Too often, life develops on an unstable planet then starts to evolve, only to be destroyed when the chaos of nature or space happens. Asteroids, collisions with other planets, radiation, extreme weather, volcanoes... you name it, the list is endless. This organization rescues life from certain destruction.
It then relocates these refugees to stable planets owned, protected and managed by the organization. Stable planets (Refuge Planets) are very rare and refugees are plentiful. Therefore, a Refuge Planet will host a large number of refugee life forms.
Earth is a Refuge Planet. Every species of life on this planet (from the largest to the most microscopic) was rescued long ago by the organization then brought here.
As the years progressed, the organization continued rescuing refugees, depositing them on Earth. Over time, our ancestors began to feel the Earth was becoming overcrowded. They contacted the organization, requesting they halt deliveries. That request was denied. One of our ancestors suggested a compromise, an agreement. Humans would protect and care for all refugees on Earth, if the organization would agree to immediately halt all deliveries.
Both parties agreed, and The Contract was executed.
For millions of years, we faithfully adhered to this timeless pact.
Having earned their trust, the organization focused their attention on their other, higher maintenance properties. Reducing their visits (inspections) to once every ten-thousand years.
Seventy years ago (July 1947), they returned. They discovered we had voided The Contract. We had devolved into an infestation. We had become the most destructive force on the planet... on their Refuge Planet.
Trust shattered beyond repair, the organization decided to cut their losses. Earth was listed For Sale by Owner, with very specific terms and conditions. A distant buyer, uniquely qualified to deal with the human situation, responded. Weary of homelessness, this space-faring species determined the terms to be agreeable. The Earth is sold.
