A nuclear world desperately in need of alternatives to military force demands better understanding of all techniques of statecraft. In this book David Baldwin draws on social power analyses to develop an analytic framework for evaluating such techniques, and uses it to challenge the conventional view that economic tools of foreign policy do not work. The conventional wisdom is that economic sanctions do not work in international affairs. If so, why do countries wield them so often? Daniel Drezner argues that, paradoxically, countries will be most eager to use sanctions under conditions where they will produce the feeblest results. States anticipate frequent conflicts with adversaries, and are therefore more willing to use sanctions. However, precisely because they anticipate more conflicts, sanctioned states will not concede, despite the cost. Economic sanctions are thus far less likely to be effective between adversaries than between allies.

In Chinese Economic Statecraft, William J. Norris introduces an innovative theory that pinpoints how states employ economic tools of national power to pursue their strategic objectives. Norris shows what Chinese economic statecraft is, how it works, and why it is more or less effective. Norris provides an accessible tool kit to help us better understand important economic developments in the People's Republic of China. He links domestic Chinese political economy with the international ramifications of China s economic power as a tool for realizing China s strategic foreign policy interests. He presents a novel approach to studying economic statecraft that calls attention to the central challenge of how the state is (or is not) able to control and direct the behavior of economic actors. Norris identifies key causes of Chinese state control through tightly structured, substate and crossnational comparisons of business-government relations. These cases range across three important arenas of China s grand strategy that prominently feature a strategic role for economics: China s efforts to secure access to vital raw materials located abroad, Mainland relations toward Taiwan, and China s sovereign wealth funds. Norris spent more than two years conducting field research in China and Taiwan during which he interviewed current and former government officials, academics, bankers, journalists, advisors, lawyers, and businesspeople. As trade flows expanded and trade agreements proliferated after World War II, governments—most notably the United States—came increasingly to use their power over imports and exports to influence the behavior of other countries. But trade is not the only way in which nations interact economically. Over the past two decades, another form of economic exchange has risen to a level of vastly greater significance and political concern: the purchase and sale of financial assets across borders. Nearly $2 trillion worth of currency now moves cross-border every day, roughly 90 percent of which is accounted for by financial flows unrelated to trade in goods and services—a stunning inversion of the figures in 1970. The time is ripe to ask fundamental questions about what Benn Steil and Robert Litan have coined as “financial statecraft,” or those aspects of economic statecraft directed at influencing international capital flows. How precisely has the American government practiced financial statecraft? How effective have these efforts been? And how can they be made more effective? Trade in War is an urgent, insightful study of a puzzling wartime states doing business with their enemies. Trade between belligerents during wartime should not occur. After all, exchanged goods might help enemies secure the upper hand on the battlefield. Yet as history shows, states rarely choose either war or trade. In fact, they frequently engage in both at the same time. To explain why states trade with their enemies, Mariya Grinberg examines the wartime commercial policies of major powers during the Crimean War, the two World Wars, and several post-1989 wars. She shows that in the face of two competing imperatives—preventing an enemy from increasing its military capabilities, and maintaining its own long-term security through economic exchange—states at war tailor wartime commercial policies around a product's characteristics and war expectations. If a product's conversion time into military capabilities exceeds the war's expected length, then trade in the product can occur, since the product will not have time to affect battlefield outcomes. If a state cannot afford to jeopardize the revenue provided by the traded product, trade in it can also occur. Grinberg's findings reveal that economic cooperation can thrive even in the most hostile of times—and that interstate conflict might not be as easily deterred by high levels of economic interdependence as is commonly believed. Trade in War compels us to recognize that economic ties between states may be insufficient to stave off war.

Globalization and Armed Conflict addresses one of the most important and controversial issues of our time: Does global economic integration foster or suppress violent disputes within and between states?
