Hugh Carverson seeks to better the lot of his people in Lowercity by striking a bargain with Midcity. But first, he must retrieve Dragon Relics from the Heartforge, an ever-shifting labyrinth filled with monstrous Guardians and laden with precious treasures. But he also has to contend with the machinations of those in Midcity and Uppercity who don’t welcome any changes to the Three Cities.
