It's election day in Mega-City One and Judge Death is leading the polls. Meanwhile, a clone-killing virus is sweeping through the ranks of the judges.

A dangerous psychic called Soon is being held prisoner in a lunatic asylum in the Cursed Earth on account of his staggeringly vast powers. When Soon escapes and threatens Mega-City One, Judge Dredd and a party of cadets are sent to stop him, only for Dredd to be framed for murdering the cadets.

A wave of hallucinations are sweeping Mega-City One. Even the judges are affected, and their behaviour is increasingly erratic. It's almost as if they become entirely different people. And throughout the city, people are being tortured and killed by a man calling himself Chief Judge Dread.

On the moon, near the headquarters of InterDep, a man is hunted down and murdered, while in Mega-City One, Judge Dredd is battling an insane gang of serial killers. As preparations begin for a world summit to discuss closer Mega-City co-operation, an unstoppable assassin is heading for Dredd.
