Telepaths are heavily regulated, virtual third class citizens, second class if they work for the Specialist Psychic Intervention unit. The SPI deals with psychic crimes, and handles Spikes, newly emerged telepaths who endanger all around them. SPI officers are police officers found compatible with an SPI telepaths who becomes their partner. They re nicknamed Spikebreakers.
