Born in 1947, Richard B. Frank graduated from the University of Missouri and served for almost four years in the United States Army, including a tour of duty in Vietnam as an aerorifle platoon leader with the 101st Airborne Division. After his discharge, Frank earned his J.D. from Georgetown University Law Center in 1976 and worked for several years as an attorney.
