A group of terrorists is using a new weapon to kill U.S. citizens in Philadelphia. The weapon is manufactured by a Brazilian arms company, which has a huge contract with the U.S. army. When an investigation reveals a link between Iranian terrorists and the gun manufacturer, Mack is called in to bring closure to the situation.
