The murder victim is a convicted rapist, so a note pinned to the body that reads "The Vengeance is Just" makes sense to the cops of the LAPD. But when another body- then yet a third- is found tagged with the same message, Lt. Mendoza fears he is dealing with a psychopath who selects his victims at random- a killer whose movements are impossible to anticipate.
