Идея этого доклада принадлежит Борису Немцову. Однажды он зашел в партийный штаб и громко сообщил: «Я придумал, что делать. Надо написать доклад «Путин. Война», издать его огромным тиражом и раздавать на улицах. Расскажем, как Путин развязал эту войну. Только так мы победим пропаганду». Немцов победоносно смотрел на окружающих, как он делал каждый раз, когда ему приходила в голову удачная идея. «Как тебе, Шорина? Нравится?» — приобнял он Ольгу. С начала 2015 года Борис стал собирать материалы для доклада. Он много работал с открытыми источниками, находил людей, которые могли поделиться информацией. Немцов верил, что попытка остановить войну — это и есть настоящий патриотизм. Война с Украиной — подлое и циничное преступление, за которое наша страна расплачивается кровью своих граждан, экономическим кризисом и международной изоляцией. Никому в России эта война не нужна, кроме Путина и его окружения. Борис не успел написать текст доклада. 27 февраля он был убит на Большом Москворецком мосту, прямо у стен Кремля. Завершить дело Немцова взялись его соратники, друзья и люди, которые считали эту работу важной. В основу доклада легли те материалы, которые подготовил Борис. Содержание, рукописные заметки, документы — все, что он оставил, было использовано при подготовке текста. Наша задача — рассказать правду о вмешательстве Кремля в украинскую политику, которое привело к войне между нашими народами. Привело к войне, которую надо немедленно остановить.

Dr. Boris Yefimovich Nemtsov (Борис Ефимович Немцов) — 9 October 1959 – 27 February 2015). Nemtsov was a Russian physicist and liberal politician who was assassinated in 2015. Nemtsov was involved in the introduction of reforms into the Russian post-Soviet economy. He had a successful political career in the 1990s under President Boris Yeltsin. From 2000 until his death, he was an outspoken critic of Vladimir Putin. Nemtsov was assassinated on 27 February 2015, beside his Ukrainian partner Anna Durytska, on a bridge near the Kremlin in Moscow, with four shots fired from the back. In the weeks before his death, Nemtsov expressed fear that Putin would have him killed. In late June 2017, five Chechnya-born men were found guilty by a jury in a Moscow court for agreeing to kill Nemtsov in exchange for 15 million rubles.
Ilya Yashin (Russian: Илья Яшин) is a Russian political figure and local government representative. From 2017 until 2021 he held the post of Chairman of the Council of deputies for the municipal district of Krasnoselsky in the city Moscow. Yashin was a leader of the political party RPR-PARNAS (2012–2016), and is also a co-founder and one of the leaders of the political movement Solidarnost' (Solidarity). He is the leader of the Moscow branch of the RPR-PARNAS, in which Solidarnost' participates. In 2005 he was one of the founders of the civic youth movement Oborona, and he was an active participant in Dissenters' Marches and the rallies "For Fair Elections". Yashin served as the leader of the Yabloko party's youth wing until 2008, when he was expelled after becoming actively involved with Solidarnost'. Following an arrest at a demonstration in Moscow on 31 Dec 2010, Amnesty International declared him a prisoner of conscience, along with Boris Nemtsov and Konstantin Kosiakin.
