Elena Văcărescu or Hélène Vacaresco (September 21, 1864 in Bucharest – February 17, 1947 in Paris) was a Romanian-French diplomat and lady of letters. Born to a famously literary family of Romanian aristocracy, she was a gained early notice as a writer by Victor Hugo and Carmen Sylva (Elisabeth of Wied, queen consort of Romania). She was cousin to Martha Bibescu and Anna de Noailles. Twice a laureate of the Académie française for her poetry, she was also heavily involved in the politics of the Romanian expatriate community in Paris. She served for much of the 20s and 30s as a representative of Romania in the League of Nations, becoming the first (and only) female permanent delegate and ambassador in that body's history.[Wikipedia]
